State Council of Educational Research and Training (SCERT), Delhi is an autonomous body of the Government of Delhi, established in May 1988 under the Societies Registration Act, following the 1986 National Policy on Education's recommendation for such councils in each state. It is recognized by the National Council of Teacher Education (NCTE) as a nodal agency for admission, curriculum construction, course conduct, guidance, examination, and certification of pre-service training programmes in pre-primary and elementary teacher education. SCERT oversees 9 District Institutes of Education and Training (DIETs) located across Delhi's revenue districts, which conduct a 2-year pre-service Diploma in Elementary Teacher Education. As of June 2011, SCERT also worked with 21 recognized private institutes offering the Elementary Teacher Education diploma and 30 institutes offering the Early Childhood Care and Education diploma, with a total annual intake of 4150. SCERT conducts in-service teacher training, has published 215 materials between 1988 and 2005, supports the Universal Elementary Education Mission, and since 2019 has run an Entrepreneurship Mindset Curriculum in government schools, later continued online during the COVID-19 pandemic.
