State Council of Educational Research and Training (SCERT), Delhi is an autonomous body of the Government of Delhi, set up under the Societies Registration Act in May 1988 following the 1986 National Policy on Education's recommendation for such councils in each state. It is recognized by the National Council of Teacher Education (NCTE) as a nodal agency for admission, curriculum construction, course conduct, guidance, examination and certification of pre-service training programmes in pre-primary and elementary teacher education. SCERT oversees 9 District Institutes of Education and Training (DIETs) located across Delhi's revenue districts, along with 21 recognized private institutes offering the Diploma in Elementary Teacher Education and 30 offering the Diploma in Early Childhood Care and Education, with a total annual intake of 4,150 students. SCERT also conducts in-service teacher education programmes, having trained over 91,000 personnel between 1991 and 2005, and has published 215 materials for children and teachers between 1988 and 2005. It supports the Universal Elementary Education Mission and, since 2019, has run an Entrepreneurship Mindset Curriculum in government schools, reaching over 150,000 students, later continued online during the COVID-19 pandemic. SCERT also organizes seminars, such as one on Good School Management Practices in 2011.
